Act as lead on local stakeholder engagement, developing key relationships and provide assurance to service users across your property portfolio to demonstrate a safe, secure and legally compliant workplaces, which minimises DEFRA’s property footprint on the environment.
Assure safe and compliant delivery of PPM, reactive and project works via the Service Provider/other contractors. Support a portfolio of projects as Client and/or project lead; acting as subject matter expert and local lead.
Act as the Site Responsible Officer for operational sites, managing health and safety, premises maintenance, Business Continuity arrangements, identifying any remedial actions and acting upon them.
Develop and maintain a good working relationship with Site Business Partners.
You will be responsible for the leadership and management of a local FM team: setting objectives and identifying training requirements, prioritising workload and performance reporting, Identify and address team or individual capability requirements and gaps to deliver current and future work.
Key Responsibilities:
- Understand the current and future workplace requirements of stakeholders and work with other DgP functions to assist in delivering outstanding working environments
- Be the key interface with FM service providers to ensure and facilitate a seamless facilities management service provision (as per agreed contractual deliverables)
- Provide assurance to stakeholders that the workplaces occupied by their staff and visitors are legally compliant and safe
- Act as client under CDM Regulations to support the delivery of projects across the Cumbria estate.
- Manage local issues or disputes between stakeholders and the FM service provider, using the governance arrangements and the partnership agreement to determine the desired service level.
- Act as a site responsible officer for the sites, managing health and safety, premises maintenance, Business Continuity arrangements, identifying any remedial actions and acting upon them.

Travel and Working Arrangements
Please note this role is ideally based at the Penrith but a Workington or Carlisle based could be considered. There is a requirement for travel to other sites in Cumbria on a regular basis. A driving licence is therefore required.
Person specification
Previous experience essential to the role:
- Experience in negotiating solutions, influencing, and meeting the needs of various stakeholders to support their business needs.
- Experience in managing projects.
- Experience in using varied and complex IT systems.
- Experience in influencing and building strong partnerships with staff, stakeholders, and customers to maintain a positive reputation.
- Experience in contractor management.
- Experience in understanding and knowledge of contractual requirements.
Qualifications (training can be given depending on the need of the role)
- Working towards full level membership of relevant professional body e.g. IWFM Level 4 / 5 Member or equivalent experience

Sift

Location
Please be aware that this role(s) will be contractually based in a Defra group workplace/office (Ghyll Mount, Penrith, CA11 9BP) with regular travel to Workington & Carlisle. However, a Workington or Carlisle based could be considered.
There is a requirement for travel to other sites in Cumbria on a regular basis.
The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.
Reserve List
A reserve list may be held for a period of 12 months from which further appointments can be made.
Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
